Notifications not parsing URL encoding properly

I am sending notification via VBScript POST and encoding the URL to handle spaces in the message but when I get the notification the message is not fully decoded:

This url:

"https://prowl.weks.net/publicapi/add?apikey=000000000000000000000000&application=Render&event=Render%20Complete&description=Untitled%20Project%20is%20finished%20rendering%21&priority=0"

Gives me this notification:

Render-Render0Complete
Untitled0Project0is0finished0rendering1

This only happens when I send the notification via VBScript, when I do it through curl is works fine. Here is my script:

Dim o
Set o = CreateObject("MSXML2.XMLHTTP")
o.open "POST","https://prowl.weks.net/publicapi/add?apikey=000000000000000000000000&application=Render&event=Render%20Complete&description=Untitled%20Project%20is%20finished%20rendering%21&priority=0", False
o.SetRequestHeader "Content-Type", "application/x-www-form-urlencoded"
o.send

Any help would be most appreciated.

I don't know VB but perhaps the %2 is being converted into something else? Try %%20?

Adding the leading % did the trick. Thanks!
