I had to set my usr/local/share/man folder to 777. Once that was done, the freshly updated CPAN could install Crypt::SSLeay, and it appears to be working. No idea why I've had so much trouble (I take that back, it's 99% probable it was just user stupidity)... but happy that it's finally ok!
