Getting this behavior right is actually a kind of interesting problem, especially considering there's no way to detect where the right and left edges of the dock are. Go ahead and file a trac ticket on this (see the sticky topic in the bugs forum for instructions on how), but I wouldn't expect it so...

The first is not really possible without hacks. I've filed a bug report asking for better 3rd party IM support from Apple, but it was marked "behaves correctly", so basically Apple just said "Nope. iChat > You".
