You didn't by chance change the window handling setting in Preferences -> Advanced -> Contact List did you? There's an option to keep it below the desktop IIRC.

Talk to the folks who diligently work on libgaim (what powers our IM services) It's a lot of work to negotiate firewalls and routers which are the normal culprits.

Preferences -> Contact List

There are 2 tables:

First - Layout - Controls 'feel' of window (width, style, etc.)
Second - Style - Controls the look of window (colors, etc.)

Both have + & - buttons to add and remove. The Edit button allows you to edit a style that already exists.
