Sync Started and Sync Finished likely refer to Sync Services, which Mail and iCal both activate when they quit to synchronize changes (and can pull in other syncing clients as well.) Sync Services is what lies underneath syncing with iPods, phones, .Mac, etc.

The more overt the transition (cube, ripple, copy machine, etc.) the more jarring it is, which defeats the concept of Growl (providing information with minimal disruption.)

It's certainly technically possible, it's the level of intrusion that needs mitigation. Ripple effect works well in Dashboard because its a seldom seen event, so it feels nice to do so. If you saw it 20 times a day you would likely grow tired of it.

I am a bit biased since I wrote the code but you need to at least provide a sample to help determine what's hanging. I imported over a thousand logs from over 4 years or more and it worked fine.
