I went to open help and it will not open.
I checked the package contents and help *is*
there, but can't figure what it takes to
"register" the help or if this is a bug.

I can't think of why it would work on 10.4.x and not 10.3 though. I'm not sure that it could be a solution, but with OnyX, you can reinitialize the Mac OS help.
