yeah, i have d-loaded them now, and looked at them.
i have decided to make my emoticons 70x70 and they are being named: Smile, big.

There are many ways to scale down the emoticons and line art. If you want them to look great you will nedd to play with some things, AFAIK there is no 1-step way.
In photoshop when you scale down the image there is a setting in the bottom of the "Image size" dialog named: "Resample Image". There are several options that you can play. Other thing you might wnat to try is before scaling the image to aply some Sharpen or Unsharpen Mask. In Photoshop CS2 (or in CS1, can't remember) in the resample image methods one new option was added just for that, called "Bicubic Sharper"...
thiner lines are better, like said before...
