I want to know if I can switch between accounts when starting a new message in ADIUM with a shortcut. When I do CMD+N it brings up the prompt to enter a user's name with a pulldown of my accounts. I want a keyboard short cut to move up or down (CMD+UP or DWN) to choose my accounts in this pulldown. Is there such a shortcut or anyway that I can assign one?

Shift+tab to select the previous field, up/down to go through the list

Not sure exactly what you meant by this, but I tried a couple things with Shift and Tab and up and down and nothing worked.
Maybe I didn't explain it clearly enough...
I am working with this prompt after hitting CMD+N
And I want to switch between accounts in the 'FROM' pulldown menu there.

Oh, I understood. You don't have the setting in the System Preferences enabled that allows you to tab around in any window.
Head into your System Preferences into the Keyboard & Mouse pane. You'll see this:
Change it from "Text boxes and list only" to "All controls".

How did you get into my computer to know I didn't have it set up that way and to take that screenshot?!
just kidding.
Ok, that makes sense. Will make that change. Don't know why I didn't think of it sooner.
