How do you open Chat Transcript Viewer without opening Adium?

You can't.

I'm going to assume (correct me if I'm wrong) that you don't want Adium to auto sign you in when you want to look at the log viewer. The solution to this is to hold down shift while launching Adium. Once Adium is completely launched, let shift go, and then go to the log viewer. This will keep Adium from connecting any accounts.
