I think possible make some like spam-list add-on for Adium...
Make server for it and place spam number ICQ in this list!
Like that:
Right-click a contact to add the item "Report Spam".
Clicking on the item in the contact's menu is entered his number into the database on the server.
If user have several (more than 3-5) complaints - his icq number is entered into the spam list.
Spam list is added to the addon.
It can be updated or edited manually...
