Where are the settings in Adium to address this?

DND is just a status. It's not meant to block incoming messages.

If you dont want people sending you messages while logged on then why log on at all?

unless you are refering to the notifications on the messages such as sounds and the growl notifications and all that then you simply under a custom status check the "mute sounds" and "silence growl" options
