ICQ conenction failed

Hi,
I've been getting this error for over 3 months now.
Unable to connect to authentication server: Connection refused
Pass and login are correct. I am on the latest version. Deleted the old preferences. Try to roll back to default settings but nothing seem to help.
PLEASE HELP
