XMPP network having issues?

I'm not a tech, so I don't know much about this stuff, but, am I correct in thinking this chart (taken from koderoot.net) shows XMPP having some serious downtime today?

My wife and I have been trying to get Jabber working today, and have been hitting brick walls, and I haven't been able to figure out why we can't connect. Then, I saw that chart. Anyone else having issues with Jabber/XMPP today?

With XMPP being a decentralised protocol, shouldn't connectivity issues be a problem of the particular server you are connected to?

What is Prosody? A monitoring business? The software?

Prosody (Wikipedia article) is software used to run an XMPP server.

To illustrate:
You may have registered an XMPP account at koderoot.net - which uses Prosody to implement XMPP support – and a friend of yours may have an account at a different server running different but compatible software (for example OpenFire).

Cool.
My wife and I are both on Koderoot, and were not able to connect yesterday. I saw that graphic and just assumed an overall downtime and not just Koderoot. Thanks, Robbie!
