Large images in Banner Header scale badly?

why, with the banner header in conversations, when i click on it to enlarge it to full size, does it not show the other persons picture full size, but shows instead a badly scaled version of the smaller image? My image is scaled perfectly, and their image is bigger, but the one displayed is a badly scaled version of the 32x32 image
