Now I just did that, but other people don't see it move, why is that?

Actually, scratch that. I just tried it with a 40x40 and it worked, and other people see it's animation. Where are you getting your gif from? If you are getting it from the internet, remember to Ctrl-Click it and select 'Save Image to Desktop'. If you just drag the image to your desktop from the browser, it will only take one frame. And if you try to resize an animated gif with Photoshop, i think it gets rid of the animation too.

Yes, you'll have to use ImageReady (which comes with PS) for resizing gif's. There are prolly some other apps that can do the trick, and for free.
It's not a bug. It's an undocumented feature.
