I haven't been able to find out what those certain conditions are.The agreement's broad range of new features for users and advertisers include:

libjingle
Joe Beda, one of the main devs on Google Talk in the Kirkland Google office, posted something on his weblog a few days ago about libjingle which is the p2p framework on top of Jabber that Google developed. It's released under the Berkeley license, and he says:
So I imagine the conditions that will need to be met will be an AIM client that is compatible with Jabber Jingle. hopefully GAIM (and hopefully libgaim and AdiumX eventually) will fit these requirements by using this new code.Sean Egan (of Gaim fame) packaged up the code that Talk uses to do p2p as a library for others to use. Hopefully this will start a flood of interoperable voice (and other p2p applications). So that anyone can use it the code is released under a berkeley style license.
