I think there's about the same amount of people who need the CL and use it as their main window. (most important, not most used).
So totally removing it, or removing the possibility to have it visible at all times will create huge user dissatisfaction and make new users scared.
But there have been some very interesting mockupsposted that show thinking is being done to find a solution to combine best of both worlds.
However, you're right: many (I venture to say most) users have their CLs up at all times, and think of it as the hub of their IM client.
When it comes down to whether devs should focus on functionality rather than UI, however, functionality comes first.
