File Transfers -- not a when question

I just had a basic question about file transfers. I'm sorry if this has been addressed but when I searched I got every single file transfer thread in history -- and none seemed to address this.

Anyways, I've noticed that I (using 10.3) can send a file to my friend using 10.2 but not vise versa.

Has anybody else noticed that they can't receive from 10.2 when using 10.3 or is this a problem I alone am experiencing?

I'm using 10.2 now and I can't send files, apperantly to no one. I have a memory of being able to send files when I was on 10.3.

When I (try to) send a file it says that it has started but the one I'm sending it to doesn't recieve or notice anything. Nothing happens on their end.
It's not a bug. It's an undocumented feature.

I use 10.3, and I have about a 70% sucess rate recieving files with the .8 svn, but I try to send a file to someone on 10.3, or 10.2, they get a notice, they accept, and the file never sends. If I try to send to a PC, they never get a request from me.

Forgot to mention that I've no trouble at all receving files.
