has anyone created growl notifies for msn messenger?
and if not where can i learn more about implementing it

MSN messenger is closed source so implementing this feature would be quite difficult. I'm not a programmer myself though so I'm not certain.

I would be interested in this as well, if it were possible to make! I hate the current notifications built into MSN but having used it for a few weeks now I miss the PSM's and emotes my friends have if I go back to Adium!

I know, I'm used to sending them as well now tho, but could live without that if the PSM's were available in Adium.

I don't think it's very likely without someone writing a hack for MSN Messenger. I'd be hesitant to do that honestly.
