"Start Growl at Login" for all users

Okay basically I have a php script that call growl notify to tell when a computer is being remoted by VNC. The only problem is that the script doesn't work unless "Start Growl at Login" is checked for all users. Can anyone advise me how to make this so on 10.5/10.6 Mac OSX clients? Is it as simple as writing to a plist? I can't find which plist controls this.
