Growl won't install

When I attempt to install Growl, it first says that Growl is already installed (it wasn't). I then attempted to uninstall Growl using the uninstaller, and that seems to work correctly. When I try to reinstall, it says "Growl is already installed". When I go to System Preferences, I see the Growl icon, but when I click it, it says "Could not load Growl".

So, I'm stuck in a loop. Any thoughts about how to get out of it?

I'm running Tiger 10.4.1 and I'm trying to install for the current user only.

FWIW, I tried creating a virgin user, and growl also reports there that it is already installed (which it can't be, right?).

I then tried to install for ALL users, and it let me. Go figure! How can I install for only 1 user?

Put the prefpane into ~/Library/PreferencePanes

That was WAY too simple...so it was the auto install process that was failing.

System preferences should have taken care of it, so something else was going on, and may be indicative of a larger problem.
