animated in/out

could it be possible to implement other in/out types, like zoom in-out (expose-like) or some ripple effect, like the one from the dashboard, or some "smoke" appeareance/disappearance... i mean all the special effects stuff that supposedly could be implemented in tiger applications

Oooooh. Although, I could see that being severely choppy on machines where performance is an issue.

That's part of the problem. This requires core graphics, which amounts to not that many people right now.

all computers 2 years old (more or less) should handle it well, plus, at least in the dashboard, the level of the effects scales down when the computer is to slow or doesn't have a proper video card

I think this was brought up before, but I think they devs were planning on only using an effect like that for High level notifications, because having that effect every single time would become annoying

Most certainly; although, for high level notifications that would appear every once in a while it would be awesome!

I don't see why any of the aforementioned problems are problems because, in an ideal situation, affects would be handled like display styles, making them optional and completely user set, so if your machine is to slow, you could just turn them off. (plus, for extra points, you could make Growl recognise if the machine has core graphics or not, and if not, automatically make affects unavailable.)
