After reinstall, Growl mail.app isn't working

After a recent crash, I have started over from scratch. I installed growl and growlmail but for some reason it isn't showing up in the applications registered in preferences and isn't growling incoming mail. Growltunes worked, and it's noticed my other apps. Any idea what the problem might be? I'm at os x 10.4.5
