Growl documentation rewrite

Well apparently Tick feels that the Growl documentation sucks and after seeing it myself, I must concur. It is outdated and can be prepared much better. With the help from your or any Growl user, the documentation would be much better than it currently is. To see what the current documentation looks like, look here http://growl.info/documentation/ . For any that you want to make submit them to Tick via PM.

Basically I want to go all out on the docs, and then set it up so that they can be translated.
