GrowlMail in home/Library not /Library

Will I be ok to just move GrowlMail out of my base library directory (which no program should ever be touching especially not something this basic) and shove it in my home library directory.

1) Multiple programs touch /Library, not just GrowlMail
2) Everyone was confused by copying the bundle to ~ manually, so we used a pkg installer
3) The pkg installer ONLY allows you to install into /, not ~.
4) Yes, putting it into ~ is fine.

I don't care what other programs do, I'm sure some other programs that I won't be using any time soon touch /Library I'm just saying something as simple as this has no business going there.
Default actions should be the potentially least destructive.
Thanks for the response on my question though.

Then you find me a solution as simple as a .pkg installer that allows for it to be put into ~.
