To read a TCP port and display the output in growl alerts?

Basically, we have IP telephony which outputs call logging on a TCP port and I'd like to use it to have growl alert me that my line is ringing with the CallerID

Any ideas?

Take a look at macyac and growlnotify and growltunes source. Should be enough to get started.
