How to open Cyberduck

I am using Cyberduck 2.4.8 with System 10.4.9 but it will not open
When I click on it, nothing happens.
When I select it and then choose Open from the File Menu, I see a flash, but it still does not open.
I have never had this happen with an application.
What is the problem?
