Can't publish from a folder...

I did get this solved last month in the iWeb forum at the Apple website, but now it's not working again...
I was working in old Dreamweaver 4 on PC for my church's regional website, and re-did it in iWeb, but nothing. I also have my own "domain" at my university alumni and it won't publish/open/appear there (although a file of my online resume _will_ appear at that location as long as I have it in another folder as index.htm, no "L").
Here's the message I get when I tried to view my site last month:
"Forbidden
You don't have permission to access / on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request."
Now the new error message is:
"Forbidden
You don't have permission to access / on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request."
Whatever the difference between a 404 and 403 error is...
When I figured out I had to post a copy of the index page and put the stats folder back on, it worked, and I was even able to post a couple revision to the site as events changed, but now it's doing the same thing again, and our next meeting was supposed to be today, so this is totally unprofessional. When I look at the index html file for my church site in the viewfinder/window previewer thingy, it shows a blank page, but when I double-click on the file, it opens in Safari as file:///Users/jocelyndavidson/Documents/Presbytery/index.html. Am I saving it incorrectly in the first place? Am I supposed to upload the main folder, or open the folder and upload the html files and sub-folders?
