Actually, I believe on MSN you can see people whom you have blocked. I dunno about seeing people who have you blocked, but it makes sense if that "Blocked:" thing is about whether or not you have them blocked.
Also, you could be viewing offline contacts (View -> Show Offline Contacts) ...

Looks to be a php script...might be able to make it an applescript if anyone could get the source.
