I also had problems with Growl in Leopard.
Testing worked fine, but no REAL notifications.
After reading this thread, I decided to play with language settings.
I started with CyberDuck, set the only available language to English (Finder, Cmd-I). BTW, my systems default language is Dutch.
Lo and behold, my notifications came back.
I'm happy.
I do think Growl has a problem with multilanguage support in applications on Leopard, but that's up to the devs to work out.
