On the Configure pane under the Application Setting tab, there is a check box: "Inform NameOfAppHighlighted when a notification is clicked"
I can't see that it does anything.

It's up to the application to support this, it's called a clickback. Adium (for example) uses this to focus a message window that is associated with a Growl notification if you click on it. The checkbox is there to allow the user to override this.
