Bug: Preserve Modification Date Has Stopped Working

I was unable to post a bug because Akismet things it's spam. Here's what I intended to post:

Downloading files does not preserve modification date. Transfer:Timestamp preference for download and upload are both checked. This feature has worked in the past and has may have stopped working in the last or previous update.
