What are the settings to make the GROWL stickies to fade after "x" seconds? Being used in conjunction with Adium 1.2.3

That's an oxymoron 
A sticky notification (no need for caps shouting) stays on screen unless the user specifically interacts with it to remove it. There's no timeout associated with sticky notifications.
The only option that would emulate this is to leave notifications on screen if you are idle, which is under the General tab.

As to my post being a natural oxymoron, I would send you my latest book, which has some pages devoted to the cataclysmic geo-social and geo-political oxymorons that drive much of the strife around the world. I have a sense that your interest may not be piqued by that.
As a practical matter, Growl notices are designed to fade off the screen after a certain pre-set time. Regrettably, I am having a lapse of some kind and simply cannot find the settings for it.

Ah, this is the display duration that can be found under the Displays tab. You can change the duration per style (there is not one overriding setting) from this location.

Perhaps I need to download and re-install both Adium and Growl. Growl displays more then one form and the Stickies are inconsistent. Some stay on indefinitely, some fade away as per set up.

Uninstalling and reinstalling won't change anything, you need to understand what your configuration is and why things occur as they do. Each display can have it's own durations as I noted previously, and each application can have its own associated display (so Adium could have Smoke, while GrowlTunes uses MusicVideo) and in addition applications (and users) can set the sticky setting for a notification. The subtle interactions of these are confusing you but will persist whether you uninstall or not.
In addition, Adium has a robust events system that allows much configuration.
