SYNC function giving INCONSISTENT RESULTS

I am running Cyberduck 2.8.5. THE CYBERDUCK SYNC FUNCTION WORKED FINE ON MY PREVIOUS HOST. Cyberduck and that host communicated successfully to determine which files in the directory had changed and then uploaded only those files.

WHEN I USE THE CYBERDUCK SYNC FUNCTION ON MY NEW HOST, ONLY SOME OF THE MODIFIED FILES ARE GETTING UPLOADED. I am not getting any error messages on the log BUT the Transfer window shows TRANSFER INCOMPLETE and the number of bytes transferred is less than the number of bytes that were to be transferred. So IT LOOKS LIKE CYBERDUCK IS DETECTING WHICH FILES NEED TO BE UPLOADED, BUT IS NOT BEING SUCCESSFUL UPLOADING. (I have confirmed the failure of uploads by verifying the contents of the files in question up on the host are in fact still out-of-date.)

The biggest difference between my previous host and new host is that on the previous host, my web site was just on one of their servers. On my new host, I have a virtual dedicated server. (Talk about A LOT to learn!!) Not to mention that hosts are just different and run things differently. The web site is working fine on the new server. But getting the web files up there is a challenge. I want to use Sync!

I HAVE TRIED slowing down my bandwidth - both directions; that didn't help. I have tried messing with the Preserve Timestamps setting in Cyberduck's Preferences; that didn't work. I have tried using both FTP and SFTP protocols; same problem with both. I have increased the number in the bottom right of the Transfer window to 9; also didn't help. (Is this number a maximum threads setting? I can't find documentation anywhere.) I have tried forcing a Passive connection (which is required by my new host); that didn't work. My host FTP connection limit is set to 30.

IT APPEARS THAT if a file's size changes "significantly" (by multiple K or more), that the file will then be successfully uploaded. But I don't know if this is a consistent phenomena.

Of course I can work around this by just uploading everything, but what a pain to have to upload 6 MB for a few small files. (And because I use an html generator, I do not which few files have changed so it's not easy to just manually upload those files.)

I may not have something set up correctly in Cyberduck or on my host but I don't know what to look at. And as I said, it all worked swimmingly (quack, quack!) on the previous host.

Ideas, anyone? I'd appreciate your help!

Is it possible that this is being caused by a timezone difference? My previous host was in the local timezone. My new host is in a timezone three hours earlier than the local timezone.
