Straightforward question re: incoming network connections

How do I keep GrowlHelperApp.app from requiring me ti approve its acceptance of incoming network connections every time I restart my computer?

Any light shed will be greatly appreciated.

Are you on a dhcp network?

If so, do you get a new ip address on reboot?

I'm using a static IP.
