ICQ & New license issues

Hi!
With a little strange feeling I read this here (in german) or the related article @ Nimbuzz. Basic topic is that the Nimbuzz guys are more or less forced to lock out ICQ protocol because ICQ demands a fee for every ICQ connected user via Nimbuzz.

So the main question is of course if this will happen to other multi messengers (like Adium?!) as well?! Anyone got news here about that?
