Slow Scroll in right pane

I notice that when I scroll by sliding my finger up and down on my mouse in the right-hand pane (vertical layout), the text scrolls very slowly, and I must do lots of finger sliding to get as much scrolling as when I do the same action in the middle pane. Can the scrolling rate of the right pane be made the same as that in the center pane?
