I would like to know if it is possible to keep the Adium Menubar icon in the menubar even when Adium if off.
I cannot find a .menu file in the Adium package and was wondering if it was possible to create one. I have the developer tools but I cannot seem to open Adium in them.
Would anyone know how I would go about doing this?

The Adium menu item is not a true Menu Extra, so there is no .menu file. Apple doesn't allow third-party Menu Extras, and third parties that do so are using a haxie. As evands explained somewhere, Adium does not rely on hacks; therefore there is no Menu Extra.
He did suggest that one could be made by someone using Applescript to communicate with Adium (a la Synergy for iTunes, but actually a MenuExtra), but as far as I know, this would require the completion of a more thorough dictionary as far as status is concerned, and it would also not allow for the menu item to work when Adium is closed (with the exception of a "Launch Adium" item).
