could it be possible to implement other in/out types, like zoom in-out (expose-like) or some ripple effect, like the one from the dashboard, or some "smoke" appeareance/disappearance... i mean all the special effects stuff that supposedly could be implemented in tiger applications

I don't see why any of the aforementioned problems are problems because, in an ideal situation, affects would be handled like display styles, making them optional and completely user set, so if your machine is to slow, you could just turn them off. (plus, for extra points, you could make Growl recognise if the machine has core graphics or not, and if not, automatically make affects unavailable.)
