Is there a way to get the dock to not do stuff? To just be one icon and not move?

In general, no -- you CAN turn off bouncing in the prefs, but flapping will always happen. One option would be to find (or make) a dock icon set in which each of the animation states looks identical to the "at rest" state -- in that case, the icon would appear unmoving.

You could also edit the plist of an existing dock icon so that it doesn't do anything - ever.
