Why don't file transfers prompt reciever

When i try to send a file to someone. in my messenger window, the expression "Began sending (filename)" but the other person isn't asked to accept and the transfer never starts. Any assistance would be appreciated.

File transfer will be MASSIVELY better in the next major release.
